Dave Lukassen’s need for sufficient access to drive semi-trucks and trailers from Highway 71 to two storage bins located west of Highway 71 has raised a boundary line question. The issue came up at City Council’s Sept. 2 meeting.One of the two properties involved is owned by Saron P. Andrews Jr. and the other by Lukassen. They border a section of North Street that extends 680 feet west of Highway 71. The city vacated Main Street, and Park Street west of Highway 71 back in 1923. For some reason, the city did not vacate North Street and State Street west of Highway 71.Andrews wants the city to vacate North Street and leave everything as it is now.Lukassen says he simply wants access to his property and that access could be realized by Andrews moving a fence to put the fence on the property line as defined by the north side of North Street.City Attorney Darrel Huenergardt said this has not been an issue for years but it is now.City Administrator Harold Farrar said if property owners want to find out what they own, they have the property surveyed.He said the city does not pay for such surveying.Farrar also said that if the city vacates the 680 foot section of North Street in question, half of the right of way (15 feet) would go to one property owner and half (15 feet) to the other.No City Council member had been able to visit the property since the agenda item request was signed by Andrews on Aug. 26. The matter was deferred to the next council meeting on Sept. 16. Council approved a draft for a Utility Extension Policy as presented by Huenergardt. It provides for the city to extend utility mains and lines to  the annexed area with no special taxes or assessments to those in the newly annexed area. Hook-up costs would be paid by the newly annexed property owners.Council Members Baliman, Schnell and Warner voted aye. Haun voted no.The matter will next come back to council in the form of an ordinance.Council approved a request by Good Times Bar & Grill for an addition to the licensed premises for sidewalk cafe. Council also approved a Farmers Day Committee request for an additional $1,500 in Keno Grant funding to support Farmers Day activities.Council instructed Huenergardt to prepare an ordinance dealing with use of sidewalks for purposes other than sidewalk cafe. The ordinance will apply to the Central Business District.Eighteen weed abatement letters were approved.Next regular meeting of City Council is scheduled for Sept. 15. A public hearing on the proposed 2009-2010 budget will be held at that meeting.
